In September 1997 plans for the shopping center and a state-of-the-art ice skating rink were confirmed. The ice rink, a 3,000 seat area, was estimated to cost $4 million. Saints president, Brian Gallagher, who had announced in the spring that plans had been discussed for the [[DUBUQUE SAINTS]] to operate the rink admitted, however, he had not spoken with Wendell Corey since February. Hy-Vee, the first major tenant in the center, opened in 2000 and sat alone for several years before it was joined by other stores. Current anchor stores of the plaza include Hy-Vee, Kohl's, Michaels and Star Cinemas.

ASBURY PLAZA. Asbury Plaza is the largest retail center in Dubuque since KENNEDY MALL. In December 1995, the Dubuque Zoning Commission voted 5-1 in favor of the development of the center by Wendell Corey. Located on eighty acres of land on the northwest corner of the intersection of the NORTHWEST ARTERIAL and Asbury Road, the center was planned for thirty-two stores offering 500,000 square feet of retail space. The completed center, at a projected cost of $40 million, was expected to generate between 1,000 and 1,500 jobs.

Most of the center's buildings were constructed between 2002-2005.

Asbury Plaza had a significant impact on the growth of Dubuque's Northwest Side and adjacent Asbury, Iowa. Both areas witnessed increased levels of new home construction and development of commercial businesses, with most of the latter occurring in Dubuque. New businesses opened to the plaza's south, along Holliday Drive, and to the east, along Asbury Road. Sam's Club's opened in January 2007.

Another phase of the development was the opening of the 75+ acre Asbury Plaza Business Park to the north of the shopping center. Much of the area was annexed to the City of Dubuque, and was accessible from Plaza Drive along the Northwest Arterial. Plans called for Plaza Drive to be extended to Derby Grange Road, providing another access to the development.
