ARMSTRONG'S DEPARTMENT STORE. Around 1983 Armstrong Department Stores of Cedar Rapids, Iowa moved into the space previously occupied by Roshek's in KENNEDY MALL. Begun by Robert Armstrong, a Cedar Rapids retailer, Armstrong's gained fame in Cedar Rapids for its quality clothing and an "air door" installed in the early 1960s. A strong constant vertical flow of air at one doorway allowed customers to move in and out of the store in any weather without opening a door. The store had also pioneered hiring AFRICAN AMERICANS in the retail trade.

The 1985 through 1989 Dubuque City Directory listed Kennedy Mall.

In the late 1980s, Armstrong's ceased operations even though the Dubuque store was profitable. Younkers replaced Armstrong's as a business anchor at the Mall.
